They come up with the idea to put the slot machines at the Minneapolis-St. Paul Airport.

I think you give a good, brief summary. In addition to saying that the story is about the governor and state lawmakers, I would be even more specific and say that this story talks about how state lawmakers will fix the current budget deficit, without raising taxes. This will give us a more precise idea of what the story is about.
